Strategic Growth Plan
In January 2006, Governor Schwarzenegger and California’s Legislative leaders launched the most ambition rebuilding of California’s infrastructure in fifty years. The Strategic Growth Plan (SGP) was designed to restore and expand California’s highways, roads, and transit systems, as well as schools, courthouses, ports, levees and water supply systems. In November 2006, voters approved:
Transportation
- $19.9 billion to fund repairs, reduce congestion, improve bridge safety, expand public transit, and improve port security.
- The California Transportation Commission (CTC) has allocated more than $627 million and 19 projects are currently in construction.
K-12 and Higher Education
- $10.4 billion to fund K-12 and higher education expansion and renovation projects.
- More than 170 projects totaling approximately $1.635 billion have been funded at the various higher education campuses.
Levee Repair and Flood Control
- $4.1 billion to repair and maintain levees and improve the flood control systems.
- The Department of Water Resources has completed repairs at 102 critical levee sites, with eight additional sites targeted for completion by summer 2008.
Affordable Housing
- $2.85 billion to provide homeownership, rental, and permanent housing opportunities.
- By the end of 2007-08, $975 million of awards are expected to have been made.
Natural Resources
- $5.39 billion for Clean Water, Parks and Coastal Protection.
- The water board has authorized funds for local waste water treatment projects and land acquisition to preserve and protect the natural habitat.
Public Safety and Offender Rehabilitation Services Act
In May, the Governor signed the Public Safety and Offender Rehabilitation Services Act of 2007 (AB 900), a historic bipartisan agreement which takes steps to address California’s prison overcrowding crisis by appropriating and authorizing:
- $6.1 billion in lease-revenue bonds to build 16,000 infill beds, 16,000 reentry facility beds, and 8,000 health care beds.
- $1.2 billion in lease-revenue bonds to add 13,000 county jail beds.
- $300 million to make infrastructure improvements at state prisons.
- $50 million for additional rehabilitative programming activities.
Future Infrastructure Investment
This year, the Governor has called on California to permit the broad use of Performance Based Infrastructure (PBI), establish the Strategic Growth Council to promote economic, sustainable growth and development and meet California’s skilled workforce demands with 20,000 new engineers over the next decade.
